Athletic Directors:
There has been confusion surrounding the use and payment of TAPPS approved officials. With the ongoing TASO and UIL lawsuit, the UIL reverted back to their Constitution Section 1204 which outlines officials’ payment for contests and travel. TAPPS and TASO have agreed to the attached agreement for all chapters wishing to become TAPPS approved chapters. In addition, the attached fee schedule reflects the published UIL schedule of fees as shown on the UIL website. The TASO and TAPPS recap outlines the travel owed for officials. TAPPS continues to require that all officials of TAPPS contests and those hosted by TAPPS schools be approved by TAPPS and this fee agreement reflects TASO working to support TAPPS and provide officials for the contests hosted by our member schools.
TAPPS will also expect non-TASO and TAPPS approved chapters to follow these guidelines as well.

As a result, the TAPPS Executive Board approved the following changes at the meeting on May 5, 2011. Athletic Directors: At the Board meeting of May 5, the TAPPS Executive Board reviewed and affirmed the SCOPE requirements for the 2011-12 school year. As you prepare for the coming year, please insure that your school is in compliance with the following:
All coaches must complete the SCOPE program. For the 2011-12 school year, schools must include both Concussion Training and First Aid training for all coaches. The NFHS has both courses available online. While the Concussion Course is free, there is a charge for the First Aid course. If schools are going to provide the courses locally, the school course must meet the standard set by the NFHS courses.
New coaches, or those who will have less than five years of scholastic coaching, must complete the following NFHS courses BEFORE coaching in the coming year:
Fundamentals of Coaching
First Aid
Sport Specific Course

**Academic All State**
The Athletic Executive Committee has reviewed the situation where a number of students who met the criteria and are eligible for Academic All State honors have been denied recognition because the coach or athletic director failed to submit the student's nomination before the deadline.
In an effort to insure that these students receive the honors they deserve, the AEC has approved the following procedure:
If you have any students that were left off the Academic All State list for any sport during the 2010-2011 school year, you may submit their names to the TAPPS office. Their names will be added to the appropriate Academic All State team and a certificate will be sent to them. TAPPS will NOT provide patches for students whose names are submitted after the deadline. The order for patches, at TAPPS expense, is submitted by TAPPS within 24 hours after the deadline. Since the supplier of the patches charges a minimum of $50.00 for supplemental orders, TAPPS cannot provide patches for students who were not included in the initial order.
For the remainder of the 2010-2011 school year, Athletic Directors who submit nominations after the deadline will receive a PRIVATE REPRIMAND.
Beginning in 2011-2012, Athletic Directors who submit nominations after the deadline will receive a PUBLIC REPRIMAND. A second missed deadline during the same school year will result in a PUBLIC REPRIMAND and a $50.00 fine.
